Enable the "Always 21:00" code, then find the van. Additionally, enable the "Always 21:00" and "Wanted level never increases" codes. Find a Boxville and initiate a burglary mission. You should now have as much time as desired to do the mission, and the cops will never chase you if you wake up the people in the houses.
